Executive Director, New Vista Homes

Background
Central Bedfordshire Council recently incorporated a group of companies which entail an overarching holding company, The Central Bedfordshire Group (TCBG) and two wholly owned subsidiary companies which includes New Vista Homes (NVH), an exciting Housing Development company. New Vista Homes will offer new ways of living in high-quality well-designed homes which will meet Central Bedfordshire’s identified need. This will include developing a variety of property types for sale with tenures to assist people not currently catered for in the market.
Executive Director – The Requirement
The TCBG Board Directors are ready to appoint an Executive Director to lead New Vista Homes. The right appointment will be a key determinant to the success of the business as the person will be critical to driving successful delivery and sharing the organisation’s ambition for results. Core responsibilities for the Executive Director entail the following:
- Deliver the start-up, development and growth of this business
- Provide strong leadership and establish credibility as a business leader to ensure execution of current company plans and budgets, taking full Profit & Loss responsibility for performance
- Harness, develop and build the unique relationship with the Council
- Strategic and operational responsibility for the successful growth and running of the company
- Ensure New Vista Homes offers great value for money, is financially robust and makes a return to the Council during the life of the Business Plan (2020 – 2026)
- Maximise social value and opportunities for the use of local trades and jobs through procurement and delivery
- Effectively oversee and manage the build of high quality, sustainable, energy efficient homes which embrace modern build techniques, that meet the needs of Central Bedfordshire’s customers now and in the future
- Ensure a particular focus for New Vista Homes in programmes that support a carbon neutral Central Bedfordshire for 2030 and beyond
- Make sure the delivery of the ambitious building programme and quality of homes support the Council’s housing strategies and offer flexible tenures and opportunities for home ownership to customers, taking a commercial view over the longevity of future projects
- Help to implement best in class systems and processes for the organisation
- Leading the way to ensuring the highest levels of customer service and regulatory compliance
- Review the commercial, business activity and performances to measure productivity and goal achievement and to determine areas needing investment, cost reduction and program improvements
- Build and maintain a positive, committed, open and growth orientated customer focused culture
Experience Needed – Core Requirements
Suitable candidates for this post will have the following backgrounds:
- Experience of reporting to a Board and being able to work effectively with partners to manage a housing development company – a proven track record of achievement in delivery
- Experience of growing and running a successful start-up development company will be a real advantage
- Current or recent high-level experience in managing the development of wide-ranging residential projects (as NVH’s projects will range in size)
- Must have managed large scale development projects
- Strong understanding of the development process, which may include feasibility studies, financial appraisals, legal matters related to land, planning, Section 106 and construction
- Experience of working closely with or in the public sector will be an advantage
- Used to working closely with partner organisations to ensure efficient and effective project delivery

- Proven ability to work at pace, energetic, flair and drive with strong commercial abilities
- Appreciates the commercial importance of running the business appropriately, balanced with holding similar values to the Council
- Customer centric, social, with strong brand ambassadorial qualities
- Demonstrable ability to develop and grow positive relationships with multi stakeholders
- Excellent at managing risk well and working at pace in sometimes stressful situations
- Experience of operating with the highest level of professionalism and personal integrity
